高中校長會議》杜正勝：中華民國已不存在

教育部長杜正勝昨天出席全國高中校長會議，指當前教育陷入真實與虛幻的戰爭；現場還發送「聯合國大會二七五八號決議文」，證明「中華民國」已不存在了。
校長會議在台中女中開幕，杜正勝向全國兩百九十三名高中校長表示，教育自由化、教育普及化、教育正常化、教育正義化等「四化」，是值得努力的大方向。
他指出教育要反映客觀事實，但目前陷入真實與虛幻的戰爭，有股力量要認清真實，另一股存在虛幻的「image」中；他希望教科書出版商能考慮修改不甚妥當用語，如「我國」的首都、「我國」的山脈等，長年來教育界不敢面對什麼是「我國」？
杜正勝接著發送「聯合國大會二七五八號決議文」，指決議文當中的「restoration」為「恢復」意思，標題為「恢復中華人民共和國在聯合國的合法權利」，顯示聯合國認知的是中華人民共和國。
杜正勝說，蔣介石退出聯合國，中華民國就已不存在，「若再用『中華民國』能再進得去嗎？」不要存在虛幻的影像，要針對事實解決問題。
杜正勝語畢，在場的台中市副市長蕭家旗站起來說，「restoration」不單有「恢復」意思，還有「重置、重新安排」之意，雖名詞有爭議，但爭取進入聯合國的目標都一致，加入聯合國不一定得用台灣 ，也可以用其他名字。杜正勝聞言並未回覆。

到底用什麼名字加入聯合國，恐怕不是一時片刻就能有共識的，所以此類的論戰交鋒並不是我從這則新聞發現的重點，這則新聞讓我感興趣的是斜粗體字的部分。
這場會議是全國高中校長會議，理應是一場知識分子的會議，一個再單純不過的英文字義，在被如此曲解複雜化的情況下，竟無人出面糾正。"restoration"翻成"恢復"並沒有什麼問題，但是台中市副市長說這個字還可以解作"重置；重新安排"，就不免讓人疑惑。當然，翻譯有很大的空間，並不是說祇能有一種翻法。但是若用double translation來檢視，就會發覺這樣的翻譯是曲解了。簡言之，如果隨便找一個人要他把"重置；重新安排"這個中文翻成英文，再沒有這則新聞的暗示下，沒有人會把他翻成 "restoration"，大多數人只會翻成 "re-set ; re-arrange"，試問，"re-set; re-arrange"與"re-store"是同義詞嗎？很明顯的，我們發現"重置；重新安排"跟"restoration"是有一段意思上的差距。
剛剛是從double translation的方法來檢視，接下來我們從etymology方面來看，"restore"源自古法文 "restorer"，意思是"to give back"或是"to build up again, repair"，一般學生若是查英漢字典，會發現"restoration"有好幾個字義，但是大家可以仔細看看，是不是所有字義都有"give back"或是"back to earlier state or condition"，我想答案是肯定的，因為這是"restoration"的core meaning。這樣看來，"重置；重新安排"像是企圖用政治語言染指原本應該單純正確的英文字義。
除了從"double translation"和"etymology"的角度來檢視，接著我們可以從"context"來看"重置；重新安排"這樣的翻譯是否恰當。

The General Assembly,
Recalling the principles of the Charter of the United Nations,
Considering the restoration of the lawful rights of the People's Republic of China is essential both for the protection of the Charter of the United Nations and for the cause that the United Nations must serve under the Charter,
Recognizing that the representatives of the Government of the People's Republic of China are the only lawful representatives of China to the United Nations and that the People's Republic of China is one of the five permanent members of the Security Council,

以上是聯合國大會2758號決議文，我想各類會議的決議都有一個共同目的，就是通過討論決定事情。既然要有所決定，能用模糊不清、模棱兩可的語言嗎？決議文講的很清楚，承認中華人民共和國政府的代表是中國唯一合法的聯合國代表，因此決定恢復/返還中華人民共和國在聯合國所應享有的合法權利。如果是翻成"重置；重新安排"，請問這個決議文到底決議出什麼結果？
諷刺的是，在雅虎奇摩網頁上，推薦這則新聞的人同時也推薦其他幾則新聞，其中一則標題就是："台灣菜英文 落後泰國"。
